Marc’s career encompasses almost thirty years of extensive insurance executive management experience. Before the founding of Gulf States, he served as the President and Chief Executive Officer of a holding company and its subsidiaries that consisted of a regional property and casualty insurance company licensed in twenty states, managing general agencies operating in Florida and Texas and a chain of retail agencies with over thirty-five offices throughout Louisiana and Texas. Prior experience includes founding and building a regional Managing General Agency, senior executive instrumental in taking a regional insurance group public and president of multiple insurance companies.
Marc’s experience includes all aspects of the insurance industry with emphasis on strategic goals and direction. However, it includes hands on practical experience in the daily operations of diverse operations. His career has included extensive mergers and acquisitions activity, regulatory and rating agency relationships as well as conceiving and implementing plans for strategic growth.
Marc has been deeply involved in industry issues and has served as President of the Louisiana Association of Property and Casualty Companies (LAFAC) as well as President of the Louisiana Insurers’ Conference. He currently serves as a member of the Louisiana Property and Casualty Insurance Commission, a legislatively created entity charged with reviewing and examining the availability and affordability of property and casualty insurance in the state.
Corporate recognitions received by companies while serving as senior management include being named in Forbes magazine as Best Small Companies in America in 1994. Named twice, 2002 and 2003, to the Dallas 100 fastest growing business, listed as one of Acadiana Business magazine top 50 largest companies in the (LA) six parish region, as well as being named in the 2012 LSU 100 Fastest Growing Tiger Business. In 2012 the Company was also recognized as “Company of the Year” by the Professional Insurance Agents of Louisiana association.
Marc holds a Bachelor of Science degree from Louisiana State University, majoring in Finance.
Noel has been active and fully engaged in the insurance industry since the start of his insurance journey in 1992. Following his graduation from Brother Martin and while attending UNO, he started his career as an Independent insurance producer working one on one with the policyholder and acting partner with the carriers he represented.
In 2000 Noel made a successful transition to the insurance carrier side with a Louisiana domiciled company, providing property and casualty products. His producer experience and engagements with the policyholder provided him with valuable perspective in his role managing the business development for their programs.
Noel has served in various roles within the same Company participating in claims, product development, sales/marketing, training development/delivery and management.
It was in 2005 that Noel obtained his Federal Flood Adjusters license, in response to Katrina, where he would lead the Flood Catastrophe Response team for his Company. His special interest and dedication to Flood Program and his community would lead him to a position he then held as a National Flood Program Manager. His responsibilities and contributions to the industry as a whole and specifically to the attention given to the Flood Program have been recognized by FEMA, NFIP, Partner Agencies and Partner Companies.
In his current role, Noel continues to actively participate in the flood program. He works closely with our reinsurers, partner vendors and partner agencies while having a hands on approach with all daily operations.
Noel continues to support and participate in national and regional associations and serves as an active board member with the Louisiana Guaranty Association (LIGA), Louisiana Automobile Insurance Plan (LAIP) and the Louisiana Insurers Conference (LIC).
His insight and dedication to the industry, Gulf States and partner affiliates is far reaching, always keeping the agent and policyholder in mind.
Crystal first started her insurance career in 2002, working for a BPO in Property and Casualty based in Sarasota, Florida. She spent those first few years in a customer service role leading to special projects in underwriting, quality control, peer review and training and then as a business analyst.
After almost 4 years with the BPO, Crystal obtained her Producer License and accepted a position as a Personal Lines Producer for a full-service agency. She enjoyed working directly with the policyholder while managing a relationship with her carrier partners. It was this experience that she realized just how big the role of the Insurance Agent plays in the success of an insurance company and the claims experience for the customer.
In 2009, Crystal shifted back to the insurance carrier side in a Sales and Marketing role that afforded her the opportunity to continue to work with and support the Insurance Agent. While representing a FL domiciled Homeowners Insurance Company, Crystal provided marketing, product and system training support. She participated and contributed to associations that were important to the Company she represented and her Partner Agencies; Florida Association of Insurance Agents (FAIA), Young Agents Council (YAC), Future Florida Insurance Leaders (FFIL)
The greatest asset she shares has been the opportunity to understand the many roles within the industry and how we all collectively need one another to reach our common goal, which starts and ends with the customer.
In 2014, Crystal made a transition from Florida to Louisiana and has since made Louisiana her permanent home, making a commitment to provide customized insurance solutions for the agents and policyholders in the communities that Gulf States provides coverage for.
Stephanie Burge is a CPA that started her career in the insurance industry in 2014. She is a lifelong coast resident and graduated with highest honors from University of Southern Mississippi with her bachelor’s degree in 1995. She then started her public accounting career and became partner of a local firm in 2001 after becoming a certified public accountant. Stephanie changed accounting firms and positions in 2006 and became an employee of AVL. Her tenure there lasted until 2014 when she was hired by Coastal American Insurance Company. Stephanie is the Controller for Coastal American Insurance Company where she performs all necessary accounting functions and works collaboratively on the Gulf States accounts. She is a member of the Mississippi State Board of Public Accountants and the Mississippi Society of Certified Public Accountants.
Parker was born and raised in Lafayette, later graduating from Louisiana State University with his degree in Accounting. He would work in public accounting after college and started his career in insurance in 2018 as an agent with a local insurance agency. Joining Gulf States, a rapidly growing and local company, was an opportunity that Parker could not pass up. Parker exhibits commitment and a passion to doing things the right way. His contributions to the Company’s entrepreneurial spirit have furthered us in our mission to offer peace of mind and security to our customers through the products that we offer.
Parker performs all necessary accounting functions for Gulf States and works collaboratively with the Coastal American accounts.
Bill graduated from Nicholls State University earning a Bachelor of Science in Business Administration, majoring in Production/Operations management. He currently holds the Associate in Claims and Chartered Property and Casualty Underwriter designations.
Over the course of his career, he has spent years leading, guiding, coaching and developing others. What began as bagging groceries yielded thirteen successful years in the grocery business working his way up from bagger, to senior leadership. During his years with the grocery chain, he was responsible for profit/loss and created the Human Resource Department.
Bill later joined State Farm Insurance as a claim representative and began handling property and casualty losses and eventually worked his way into a leadership position. As a Senior Leader, he led a five-state Large and Complex Loss claim organization responsible for fire property and casualty losses.
Bill is well versed in all types of fire and casualty claim handling and leadership activities. He led numerous catastrophe operations and specializes in Hurricane catastrophe planning and execution. His leadership teams will gladly describe Bill’s devotion to the success of his organizations, meeting and exceeding business plan targets. His vast technical claim knowledge noted below has made him a “go to” for unique situations. He has led open and closed file reviews, in addition to developing training programs at all levels. He led the Hurricane Katrina/Rita litigation section and has experience in Alternative Dispute Resolution.
Bill serves on the board of directors for the Property Insurance Association of Louisiana, and he is a former member of the board of directors for the Louisiana Insurance Guaranty Association. He also currently serves on the New Orleans Advisory Board for the Southern Dominican Province, U.S.A.
Bill’s proudest achievement is developing claim professionals and leaders throughout his career. He has been and continues to be available for those he mentors and assists.
He enjoys providing fire and casualty consulting services and leadership coaching/mentoring to organizations through Gourgues Consulting, L.L.C.
As Claim Manager for Gulf States Insurance/Coastal American Insurance, Bill leads all aspects of the claim operation.
Stephanie is originally from Atlanta, GA but has lived on the MS Gulf Coast since 2013. She graduated from Kennesaw State University with a B.S. in Early Childhood Education. Before accepting her position with Coastal American, Stephanie was a District Manager for ADP specializing in Small Business Services. Building relationships in and around her local community has been important to Stephanie. Her role as a Business Development Manager has afforded her the opportunity to serve and support her local business community. She believes in the products that she is offering in her community and appreciates that her partner agents are actively participating to help us achieve success. Stephanie is engaging with our partner agents regularly to ensure that their input contributes to the development of our products and services. In addition to her focus with our partner agent, she continues to support her regional associations and her dedication to the industry as a whole.
